This partially duplicates work done in https://opensource.guide/starting-a-project/, which is further along, has momentum, and exists in the context of other work in https://opensource.guide/

How about adjusting the focus of the mission in this project to reduce the overlap?
Maybe something like:

Building on https://opensource.guide/, CodeForPhilly/gettingstarted adds local specifics of what we've found to be successful given our unique environment here in Philly."

With topics like:

• city and suburban meet-up spaces, what they offer, how they differ and how to contact them
• local open-source champions and how to align with them
• news and media channels that are friendly to open source values
• ways to establish and maintain project momentum that work better here than in other places

I'd suggest rather than focusing on what makes Philly unique, given that there is a large network of groups like Code for Philly we aim to eventually share in this endeavor with, we think in terms of navigating the intersection of open-source organizing and local/urban organizing. In some cases that might mean building on top of general open-source guides and just pointing at them, but in other cases it might be best to replicate and tweak to keep things more streamlined and cohesive for the audience we're serving.
