Set instrument id on system initialization #28
Description
If the device is not already running then we attempt to set its runlevel in _startup_sequence. At this time, we should set the instrument id. Currently we always set it to 0. However, with the Gemini system, we should probably set it to 0 if Hub1, 1 if Hub2, etc.
