Support git submodules with polyfills

A package manager for polyfills might be overkill, but git submodules are simple to use and fetch from git2.

There are use cases where you might want to conveniently create a polyfill that extends dalbit-polyfill, or where you might want to create a polyfill that depends on code from another repository.
