Watchdog console that will check the status of processes and turn green when ready to go

How should we do this?

• In the console as a command
• rviz plugin
• rqt gui

I think most necessary would be a console command, can call it with watch, which would make it easy to code, no need for refreshes. A gui version would be sweet but realistically at comp we don't want to fuck around with anything but terminal
