Last time I looked at this repo was a while now, but anyways, when I did upload these binaries in 2022, I got them from here, (for TXE) here, & (for 16.0) here
Unless there is a reason to upload a OEM version of 16.1 as you linked, the ones I found on winraid at the time aren't OEM and are generic rather.

I've seen that forum and it's very messy. Super difficult to find anything there. Espeically when all the relevant files are inside some *.rar with cryptic names.

Fair, in my case, I used CTRL + F to find the links I needed, rather than reading it, though it seems the CSME tools for 16.0 (linked above) since got removed from winraid so I may have to find another source since time is going soo fast.
