Create google cloud best practices document

Create documentation regarding the CCPM IO conventions for utilizing google cloud in our workflows. Ideally would contain elements like:

• Local mounting and usage
• Gcloud cp examples
• Using cloud containers through the web interface
• Google cloud usage on Eureka
  • Examples
  • Limitations

This document should maybe be split into more than one. It may be better to have several documents like:

• Eureka best practices (including google cloud usage)
• Guide for mounting google buckets locally
• Navigating our google cloud buckets through the web interface
• Google cloud infrastructure (which buckets we have and what each of them contains)
  • Breakdown of their directory structure

We should discuss how we'd like to organize all the information regarding google cloud and how IO uses it regularly.
