unable to accommodate existing annotations.yaml

Something is corrupted if annotations.yaml already exists in the directory when `create_dataset()` is called, forcing the user to manually delete the file before creating the dataset. Need to either diagnose and fix why that is the case or, as a last resort, have the tool remove the file if it exists.
