Staggered Animation in skills section. #33

Hello Reader 😊👋,
I had an issue with the skills section in that, It doesn't show animations when I scroll from the start of the page, however when my skills section is active and the page is refreshed then it shows the staggered animation. Why so, and what things should I change to improve this piece of code?
