Create microService in special GAE 'flex' mode. #75
Description
Is necessary to create a GAE flex 'environment' to make posible run Pandas Python Library between others and add this in the automatic local deployed.
The tasks:
- Launch microservice
- Link the deployed in fab file
- Create minimal Flask API (test resource)
