Batch Elimination mode for tied candidates only #921

DemocracySuite supports batch elimination only in the case of a tie for last place, which is nice to use in in combination with the "previousRoundCounts" method in jurisdictions where the law does not allow random tie-breaking schemes. It would be nice if RCTab supported this feature, too.
Note: one roundabout way to support this would be to allow the user to answer multiple candidates in the case a tie-break requires a manual "ask." That might be good enough, and more general, to support other schemes the jurisdiction might invent.
