Time Remaining till next spec resets to 5 minutes every time bar regains any amount, or would regain but is already full.

The regen timer also keeps displaying after reaching 100% special & the timer is often offset incorrectly.

Broken :( timer is unaware of the state of a special attack's regen unless the icon is hovered, that's why the dragon harpoon attack says it has 4 min+ at 70%.
