Add Authorization Groups, SSO, and Documentation System

Currently access to the API gives blanket access to all data served. A basic permissions system should be added to allow certain API keys to receive more limited access.

Primary segments at initial thought:

• Directory Information
• Employee Information
• Student Information
• Transaction Write
