For vNext - Support Multi-Arch in Docker Images like we have it in v1.8 (AMD64, ARM)

This is already implemented in v1.7 (DeepStream - GPU version).

We just need to do the same (Multi-Arch in Docker Images support for AMD64 and ARM) in vNext evolving v1.8 with CPU.
This is CPU like in v1.8, not GPU.
