Support spring-cloud-azure-starter-monitor in Spring Boot 4

For some reasons com.azure.spring:spring-cloud-azure-starter-monitor:7.0.0-beta.1 was not published along with other Spring Boot 4 compatible artifacts, like com.azure.spring:spring-cloud-azure-starter-servicebus-jms:7.0.0-beta.1, etc.

@andrianov17 Seems like https://mvnrepository.com/artifact/com.azure.spring/spring-cloud-azure-starter-monitor/6.1.0 is the latest release for spring-cloud-azure-starter-monitor library.
@saragluna / @jairmyree could you please confirm.

Exactly - 6.1.0. This is what the current issue is all about.

6.x is not compatible with Spring Boot 4. Other Azure SDK Spring libraries were recently released (Dec 23) having 7.0.0-beta.1 version, e.g., com.azure.spring:spring-cloud-azure-starter-servicebus-jms:7.0.0-beta.1, but not monitor. In the source code on GitHub, I see respective changes in 7.x branch. But it was not published for some reasons.

Hi @andrianov17 , we excluded spring-cloud-azure-starter-monitor because its dependencies (such as OTel) do not fully support Spring Boot 4.
Hi @jeanbisutti , do you have any plan for the support?
