Write output from whatif to terminal

When poviding the flag --what-if, it is really important to be able to inspect the results. I am unable to see how to do with, and have to use the CLI action to run my arm deployment with what-if.

we have observed the same thing with what-if...in fact i was about to raise an issue myself...
also during deployment it doesn't show any progress whatsoever...a short line showing the current item being deployed would help immensely.
