Editing recommendation letter doesn't indicate existing letter #32
Description
On the ReferenceForm interface, where a reference uploads their recommendation letter... If the reference has already previously uploaded a document, there's no acknowledgement of that. Add a message that appears when the reference has already uploaded something that lets them know: 1) Their reference letter has been uploaded and added to the nomination and 2) if they'd like to upload a new document, they can, and it will replace the existing document.
