I opened it and it doesn't open and in the task manager it just consumes ram

Most probable reasons:

1. Microsoft Defender is not the main Antivirus.
2. Some security tampers with PowerShell.

@xMatei70 You're probably blocking Powershell with Hard_Configurator.

Blocking PowerShell by Hard_Configurator does not affect ConfigureDefender (even when the standalone version is used).
