When does version of IOS 12.3.1 come out? I have an error why said that I my IOS version is unsupported... I have iPhone XR with IOS 12.3.1.

There are no rootless jailbreaks currently available for iOS 12.3.1 so even if you installed RootlessInstaller it would not do anything.
