Support passing rules directly to the programmatic API

Currently, HostlistCompiler only accepts source as URLs and will automatically download them using @adguard/filters-downloader. However, in some cases, the filters might already be downloaded/cached somewhere locally and could be used directly instead of downloading over the Internet.

This is supported already. Have a look at the sample configuration file both remote and local sources are valid.

@jaypatrick Thanks! However, instead of having files locally on the disk, sometimes I might have them programatically downloaded on the fly (via fetch, undici.request, or similar), and I want to be able to pass either a string[], or a ReadableStream, or any stream, directly to the @adguard/filters-downloader. Is it also possible right now?
