IEP doesn't properly reference schools #154
Description
Author thought LEA covered school as well as other education organizations. This is false.
School needs to be added to transferPermission, history and the transferIep reference lists. Also, it should be added to administrativeDate since the administering school can be different than the one attended by the student. This necessitates a new IEP refId type for schools, too.
