loading screen for exported data #5
Description
when the filter is clicked it currently opens up a new tab and sits there for a few seconds while the api to gis server query works through the image generation. we should open up on a new page with a loading screen to show the user something is happening while it pulls the data. an image should load on the screen when done.
later we can provide links to other export types when the loading is done.
