Update Information in SBSA Test Case Checklist for PCIe Tests

@anncheng-arm and I identified some issues in the SBSA testcase check list. Specifically, there are some unclear/incorrect test names, levels, and rule IDs, which have caused confusion for some partners. For example, an SBSA test has the same name as a BSA test. Also, an SBSA test is based on a BSA rule.

If there is SBSA tag which covers the same stuff as BSA tag then maybe it should be dropped from SBSA spec?

@hrw the thing is, some BSA rules have been relaxed as SBSA rules. In other words, some rules in BSA spec are actually SBSA rules, so we need to keep the SBSA rules/tags to indicate that they are SBSA rules and where they are located in BSA spec. I think these are the rules that we don't want to duplicate in hardware supplement specs (such as SBSA and PC-BSA.), so we keep them in the BSA spec and use redirection.
