Add SALT facility

The South African Large Telescope (SALT) at the SAAO has its own API which is documented here:
https://api.salt.ac.za/docs

This should be brought into AEONlib.

Note that this is a distinct API from that used for some of the 1.0m at SAAO - those use LCO's OpenOCS.
